The conviction stems from a January 8 protest-related arrest. Todd was apprehended by Portland Police for repeatedly ignoring lawful orders outside the ICE facility on Macadam Avenue, court documents state.
Todd, a frequent anti-ICE demonstrator since June 2025, will not be allowed to come within 300 feet of the ICE office for the next three months, as part of plea conditions. He was initially charged by the Multnomah County District Attorney's Office with second-degree disorderly conduct, attempt to commit a class B misdemeanor, and interfering with a police officer, records show.

The incident occurred during a left-wing direct action aimed at avenging the US Customs and Border Patrol (CBP)-involved self-defense shooting of two accused Venezuelan Tren de Aragua gang members in Portland. According to an FBI affidavit, the foreign nationals, illegally residing in the United States, were shot while committing a vehicular ramming attack against Border Patrol agents in an attempt to evade arrest. The Tren de Aragua (TdA) gang is a designated terrorist organization.
According to Portland Police, Todd repeatedly refused to vacate the street in front of the ICE facility so vehicular traffic could pass, the Oregonian reported.
Todd sparked an international movement by changing his protest tactics months into the tumultuous 2025 leftist ICE facility occupation and beginning to demonstrate in an inflatable frog costume. The endeavor to appear as an "innocent" protester began when President Donald Trump authorized the deployment of the National Guard in September 2025 to end the months-long siege of the ICE building, which again came under attack by leftists as recently as Saturday.
Todd, despite his attempts to appear innocent, is a trans-identifying Antifa radical who regularly calls for the killings of Trump administration officials and political targets, according to screenshots of Todd's social media posts shared by journalist Andy Ngo.
One day after his conviction, Todd issued a demand for "sustained violence" against the federal government and ICE officers. "We must literally pick up the stone, brick Molotov and physically fight back against ICE and the rest of the US government." "Violence is the answer to fight fascism," he stated on Instagram.

The Oregon newspaper Willamette Week named Todd its 2025 "Portlander of the Year." Todd was seen on video by The Post Millennial participating in the violent and chaotic riot at the ICE facility on Saturday, March 28, as part of the third "No Kings" protest. During the five-plus-hour unlawful gathering, rioters breached the building three times, destroyed surveillance equipment, damaged government property, and assaulted law enforcement.
