If Canadian cities, towns and villages want federal funding to improve roads, bridges, water or transit systems, they are going to have to play by the federal Liberal government’s new rules.
Those new rules will require Indigenous Peoples, veterans and recent immigrants to have a hand in those projects.
Infrastructure Minister Amarjeet Sohi said cities and provinces will early on in a project, have to consider the opportunities for training, employment and contracts aimed at groups that have a more difficult time in the economy.
“Unfortunately, not every Canadian has the opportunity to participate in the economy,” Sohi said.
“We want this type of thinking (community benefits) to become routine for us and our partners to help incent employment for these groups and achieve better results and outcomes for all Canadians.”
Sohi made the announcement in Toronto alongside the MP who first brought the idea to him, two years ago — Immigration Minister Ahmed Hussen.
Hussen’s private member’s bill introduced in 2016 called for a wider definition of community benefits from federal projects. Sohi was born in India. Hussen was born in Somalia.
Is it to anyones surprise they are pushing for a better employment outlook for immigrants and other disadvantaged people in Canada?
So there you have it.
This government no longer wants the most qualified people working in federally-funded jobs or even the most qualified contractors working on federally-funded projects.
Rather, the federal government is continuing its policy of ensuring all the hiring quotas are filled in any federally-funded initiative.
Under the new guidelines, provinces, territories and cities would have to hire apprentices, Indigenous Peoples, recent immigrants, veterans, young people, people with disabilities and women, or procure goods and services from local small- and medium-sized businesses or social enterprises.
What the feds might not be thinking about is how this will sit with the municipalities, who have enough trouble coming up with people and contractors, willing to do their work without having to think about whether they have all the hiring quotas filled.
The Canadian Board Diversity Council has also explored the diversity question.
Its situation is admittedly a little different. It explored whether filling the diversity quotas on a board of directors was as important as ensuring the best people were sitting on those same boards.
“The Council’s definition expands the traditional board definition of industry experience, management experience, functional area of expertise, education, geography and age to also include such considerations as ethnicity, gender and aboriginal status.”
The CBDC adds this: “Canada’s future competitiveness depends on ensuring more boards of directors are comprised of directors who are the most qualified in a greatly-expanded talent pool.
“The Council does not support the introduction of quotas in Canada to achieve this goal. We support a made-in Canada approach: collaboration with the corporate director community, our growing group of member companies, governments, academic institutions, aspiring directors, individual shareholders and institutional investors to speed up the pace of change.”
Maybe a short line on an obscure blog said it best: “Identity politics is poison, it will kill the LPC (Liberal Party of Canada) just as it killed the Democrats.”
Another line on the Immigration Watch Canada website put it this way: “Diversity hiring has created hundreds of thousands of white victims.”
The first couple of paragraphs on that website explains the plight of one man: “I live in Toronto and work in banking. I have been out of work for the last year.
Over the last 6 or 7 years, I have had only short-term contracts (under 4 months). I have been unemployed longer than I have been employed over those years. For those who might think that I need to get more qualifications, I will say that I already have the following credentials: a CFA, FRM, MBA. I am able to get ONLY $20/hr entry level contract jobs, which have nothing to do with my credentials. Might there be something else underlying my career failures?
“I really have to question Trudeau’s obsession with Canada’s employment equity “problem” and the quest to create “Diversity” at the expense of white men like myself,” the man continues in his post. “And I really have to ask, is there a “problem”? From the employment equity reports I have seen, it seems Banking/Finance companies have done extremely well in addressing any under-representation of minorities in employment. In fact, visible minorities are over-represented. Unfortunately, in these reports, you will not see a single number about white or male representation or availability. So you cannot see from the reports if the success in minority employment is at the expense of lower employment of whites.”
But the Liberals keep pressing on with their mean-spirited hiring practices that clearly discriminate against the majority of Canadians.
